Users with Administrator access do not have permission to enumerate directories / files inside other Admin users home directories. So any per-user files are not counted in this scenario. Yes, that's why WinDirStat is a no go at all.

Use WizTree, or any other util what reads NTFS MFT directly.

It can't get to all the files even for a single admin user, you need to do something like run it as system with psexec.
