My implication is that they should read code. Software literacy needs to be society wide.
Look loads of managers these days say "I used to code but now I moved to management I don't do that."
No one says "I used to read and write English but now I have moved to management I don't do that". Because sometime around 1500 using writing to communicate and set policy became so powerful that's how you ran a large (religious) organisation (in Europe).
